Richard Owen

Richard Owen is character in the Skin Kadash Series.

Biography

A homicide detective and then lieutenant in the Portland Police Bureau. He tends to be antagonistic toward others, especially those he perceives as having less power than he has. This has at times made him an effective police officer, but at the cost of making enemies.
